Urban planning: the major simplification of urban planning law comes into force

The law on the simplification of urban planning and housing regulations, published in the Official Journal on 27 November, represents a significant development in the legal framework governing construction and development projects.

In an article published in La Gazette des Communes, Frédéric Coppinger, partner at Coblence avocats, analyses the main provisions of the new legislation and questions its actual scope. The reform aims in particular to streamline procedures by shortening appeal deadlines, introducing a multi-site development permit and providing new tools for local authorities and mayors.

While these measures may appear structurally significant on paper, their practical effectiveness remains uncertain. According to Frédéric Coppinger, the concrete implementation of these provisions may face major practical challenges, as well as political and local constraints likely to limit their real impact.

His analysis sheds light on the ongoing tensions between the need to accelerate construction, local constraints and the persistent complexity of urban planning regulations.
