Real estate, a weakened market where building has become an uncertain endeavour

Political instability, discouraging taxation, expanding regulatory requirements and administrative complexity have created an environment that is increasingly difficult to navigate.
 

Even the most established operators now face projects that are harder to structure, restricted access to financing and planning permissions that have become more sensitive in the run-up to the 2026 municipal elections.

According to Frederic Coppinger, “building has become an unpredictable and costly act. No meaningful recovery can be expected before 2026 without a clear housing policy and genuinely incentive-driven measures”.
